Seow Hiong | | Goh
Seow Hiong is Director of Software Policy (Asia) with the Business Software Alliance
(BSA). At BSA, he focuses on software policy developments across Asia and works
with governments in framing policies that are conducive for industry development.
Prior to joining BSA, he was in legal practice at the Singaporean law firm of
Rajah & Tann, advising local and foreign clients on technological, telecommunications
and IT issues. Goh was in the Singapore public service for ten years before joining
private legal practice. He was Deputy Director of Infocomm Development Policy
at the Infocomm Development Authority of Singapore (IDA). Prior to the creation
of IDA, Goh led a team responsible for the e-commerce initiatives at the then
National Computer Board (NCB), promoting the use of e-commerce to businesses and
the public. He also served as the principal staff to the chief executive and chairman
of NCB. He was one of the key persons who drafted the Singapore Electronic Transactions
Act, the Evidence (Computer Output) Regulations and the Amendments to the Computer
Misuse Act. He continues to be involved in various inter-ministerial working committees
dealing with legal and policy matters relating to IT and e-commerce. Email:
