Fung is a hybrid of social service and ICT. He has been practising as a social
worker since graduating with a Bachelor in Social Work. His subsequent computer
science qualification and experience equipped him to pioneer ICT application in
social services. His doctoral thesis discusses the empowerment of senior persons
via exposure to ICT. Dr Fung is the director of the Information Technology Resource
Centre of the Hong Kong Council of Social Service (HKCSS), a unit he founded to
help develop the ICT capability of civil society organisations. He is also involved
in a range of digital inclusion research projects as an honorary research associate
at the University of Hong Kong and has lectured at overseas and local universities
about ICT and society. Dr Fung represented HKCSS and its 300 member organisations
in global and regional WSIS processes and is the main coordinator of local responses
to WSIS. He founded a Digital Solidarity Fund to finance local digital inclusion
initiatives and is managing the fund’s secretariat office. He is also a founder
